ChainCatcher message, the DFINITY community has released a proposal to "automatically upgrade newly created SNSs to the SNS target version."

The proposal includes the governance team's suggestion to change the default value of NervousSystemParameters.automaticallyadvancetarget_version from false to true, so that newly created SNSs can automatically upgrade to the SNS target version.
