Venus Protocol initiates an emergency vote to forcibly liquidate the attacker’s position

ChainCatcher message: Due to users encountering phishing attacks, the Venus Protocol has been urgently suspended to protect assets. The official proposal is to restore in phases: allow debt repayment and fund replenishment within 5 hours, recover stolen funds within 7 hours, complete a security review to prevent similar attacks within 24 hours, and enforce liquidation on the attackers' wallets. The timeline for full restoration will be announced separately, and relevant voting has been opened.

Due to the urgency, users need to vote within 1 hour for the snapshot. If the vote passes, we will immediately implement the above plan.
