The UK Financial Conduct Authority is seeking feedback on the 2027 cryptocurrency regulatory framework

According to Cointelegraph, the UK's Financial Conduct Authority (FCA) has announced that it is seeking industry feedback on guidance for the future regulatory framework for crypto assets in the UK, aimed at facilitating the implementation of a comprehensive regulatory framework that will take effect on October 25, 2027.According to the announcement, this consultation will last until June 3, 2026, and aims to help businesses understand the impact of the new regulations on their operations, providing compliance guidance for key areas such as stablecoin issuance, crypto trading, custody, and staking. The FCA stated that it hopes to establish a "competitive and sustainable" crypto market, allowing compliant institutions to better serve UK users. The FCA also disclosed that the application process for relevant crypto business licenses is expected to open in September 2026 and continue until February 2027.All institutions providing crypto asset services will need to obtain authorization under the Financial Services and Markets Act (FSMA) in the future, and previous registration under anti-money laundering frameworks will not automatically exempt them. This guidance consultation is seen as an important step in the UK's gradual improvement of its crypto regulatory system, marking an accelerated transition from partial regulation to a comprehensive licensing system.

Bitcoin may drop below $60,000, and the return period could extend to 2027, with increased selling pressure from whales intensifying downside risks

According to Cointelegraph, the latest data shows that if Bitcoin further falls below $60,000, the time for the market to recover to historical highs may be delayed until 2027.Analysis indicates that Bitcoin has retraced about 48% from its peak of approximately $126,000 in 2025. According to historical patterns, for every additional 10% drop, the recovery period is extended by an average of about 80 days. If $60,000 is the bottom for this phase, it is expected to take about 300 days to complete the recovery; however, if it continues to drop to the $40,000-$45,000 range, the overall retracement will exceed 60%, and the recovery period may extend to about 440 days, pushing the timeline to after the second quarter of 2027.On-chain indicators also show that the bottom has not yet been confirmed. The comprehensive market index (BCMI) is currently around 0.27, above the historical bottom range (approximately 0.12-0.15), indicating that there is still room for further downside. In terms of capital flow, the continued selling by whales is intensifying pressure. Data shows that the selling intensity by large holders has reached its highest level in nearly 18 months, while liquidity in both the spot and futures markets is weakening simultaneously. Institutional views suggest that the current market is in a deep adjustment cycle, and if the macro environment remains tight (including high interest rates or even rate hikes), it will further delay the recovery pace of the cryptocurrency market.

TD Cowen: The review window for the US cryptocurrency bill may be extended to the August recess, and if not passed, it may be postponed until 2027

According to The Block, investment bank TD Cowen stated that the time window for the U.S. to pass the crypto market structure bill may extend to the August recess, breaking the previous expectation that legislation needed to be completed before the Easter recess.Jaret Seiberg, managing director of TD Cowen's Washington research team, pointed out that the Easter recess is not a critical milestone, and legislative work can continue before and after the recess. With the conclusion of the primaries, some lawmakers will have greater flexibility for negotiations. Seiberg believes that the August recess is the last meaningful legislative window, after which Congress will only meet for 12 days in September and 2 days in October, which is only enough time to handle spending bills and defense authorization bills. He also reiterated that if control of Congress changes after the 2026 midterm elections, the bill may be delayed until 2027. It is expected that the House may shift to Democratic control, at which point the Democrats may choose to delay until 2027 to gain greater leverage. Currently, the crypto bill is stalled due to opposition from the banking sector regarding stablecoin yields and the Democrats seeking conflict-of-interest provisions for government officials, but both sides are reportedly close to reaching a compromise. Seiberg stated that if the bill does not pass in 2026, the SEC will provide the regulatory actions needed for the crypto industry.

The Korean National Tax Service has launched the construction of a virtual asset transaction tracking system to pave the way for taxation in 2027

The National Tax Service of Korea (NTS) announced on Thursday that it has begun constructing a tracking system for cryptocurrency investment gains, aimed at supporting the government's expansionary fiscal policy and the need to increase fiscal revenue. The system's construction comes just before the government's plan to tax profits from virtual assets starting in January next year. According to the announcement, the NTS has tendered for the "Comprehensive System for Virtual Asset Transaction Analysis," a project published on the electronic bidding platform by the Public Procurement Service, responsible for government and public institution procurement, with a budget of 3 billion won (approximately 202,000 USD). According to the plan, the winning bidder will be selected and contracted within this month, with system design starting in April, followed by multiple rounds of testing before entering a trial operation phase in November, and is expected to officially launch within the year. The NTS stated that the system will start collecting individual virtual asset transaction data from 2027, systematically managing and analyzing vast amounts of transaction information to more effectively detect tax evasion, including identifying hidden income of tax delinquents through tax audits.Notably, the NTS plans to incorporate artificial intelligence and machine learning technologies to analyze and track abnormal transaction types and patterns. Additionally, relevant virtual asset analysis data and lists of suspects will be shared with other government departments such as the Korea Customs Service, the Statistics Korea, and the Bank of Korea.According to Korean tax law, starting in January next year, the portion of annual income from virtual assets exceeding 2.5 million won will be subject to a comprehensive tax rate of 22% (including 20% income tax and 2% local income tax).
